i need help putting up an avatar

hi, i'm kinda new here and i want to put up an avatar but i don't know how. Please help! thanks! :)

First of all, you cannot put up and avatar since your status is only a "Registered Users' you need to be an "Registered Users+" before you can put one up.

Why can't I have an avatar or signature?
Sure, it's fun to individualise yourself from the crowd, but we want to reserve our server space (image storing capabilities, etc) for new members that are looking to stick around. Once you've been here long enough (1 week), and have enough posts (+20), you will be upgraded to 'Registered User+'. Then you will be allowed to have an avatar/signature.

After that:

1) Go to User CP located beneath the huge JAY Still Fantasy Banner at the top of every page.

2) On the left side, click on Edit Avatar

3) Once you got there, you got 2 ways to put up your avatar:
a) you can upload the avatar from your computer by clicking Browse and seach for it
or
b) insert the link which you have uploaded your avatar from places like Photobucket or Imageshack.

4) Then, click Save Changes -----> your avatar is up and ready ^^

However, please remember that the maximum size of your custom image is 150 by 150 pixels or 29.3 KB (whichever is smaller).

Why do I sometimes get a big arrow with an envelope for an avatar? Most of my avatars are below the max requirements.

I'm just wondering what it is.
