the 3rd annual worldwide chinese songs hitlist awards ceremony (just a direct translation, not sure of the actual english name) is gonna be held in beijing in september, on the 19th, i think. anywho, jay's nominated for several things and you can vote for him online.
Voting dates are Aug. 22 - Sept. 3 through the RTHK website:

the site's in chinese, but here's how you can vote for jay by looking for the name 周杰倫.
the first category is where you can vote for the top 20 songs. jay's song is "long quan/dragon fist" (龍拳), which is song #12. feel free to pick another 19 songs from other artists to complete your voting cuz you can vote for 20 songs out of the 60 given.
the second category is for duets, so jay's not part of that. but you can pick a song to vote.
in the third category, jay's nominated for best male artist. his name is the last on the list: 4th column, bottom row.
the 4th to 7th categories are best female artist, best group, best male newcomer, and best female newcomer respectivetly. vote for whoever you like.
the last category, jay's nominated for best singer-songwriter. again, his name is the last one on the list: 1st column, bottom row.
when you're done voting, scroll back to the top of the page and click on the 傳送 (send) button beside the treble clef on the left side of the page right under those blank spaces where they ask you to fill in name, phone no. and address. you don't have to fill in anything and you can unclick the checkmark in the tiny box where it asks if you want to receive RTHK ON INTERNET news via email if you don't wanna receive anything. the other button beside the bass clef 重設 is just the "refresh" button if you want to do the voting from scratch again b/c you've made an error somewhere.
